The French maritime sector is entering a period of profound transformation. Between strengthened maritime regulations and growing environmental imperatives and societal expectations, maritime professionals are facing a rapidly changing framework. In Marseille, the quintessential port city and guardian of the Calanques National Park, this transformation is already an operational reality. For industry stakeholders, understanding this new framework is no longer an option: it is a strategic necessity.

A national target set for 2030

The French maritime sector is evolving within a rapidly changing regulatory framework. The “2025-2030 Roadmap,” co-constructed by the State and industry stakeholders, sets a clear course: to accelerate the ecological  transition of ships and ports, modernise skills and adapt infrastructures. It is in this national and international context that Marseille is distinguished as the territory where these transformations take their most concrete and advanced form.

Marseille and the Calanques: a full-scale laboratory

If the national framework sets the main directions, it is in Marseille that the transformations take on their full measure. The Calanques National Park is the only European park that is both terrestrial, marine, and peri-urban, a uniqueness that makes it the most advanced experimental ground in the country. The regulations deployed there foreshadow what maritime management will be like in France in the coming years.

Posidonia, a central issue of regulation

The posidonia meadows constitute the ecological issue structuring the entire local maritime policy. These remarkable ecosystems, true underwater lungs of the Mediterranean, have lost 20% of their surface over the last century. In response, random anchoring has been progressively eradicated in favour of Mooring and Light Equipment Zones (ZMEL) and ecological buoys. The entire marking of the Marseille coastline is now equipped with anchoring systems that respect the seabed.

Zone-specific prohibitions complement the system: in the En-Vau and Port-Pin sectors, anchoring, stopping, and drifting are strictly prohibited permanently. All vessels over 24 metres are prohibited from anchoring throughout the Park beyond a specific regulatory line.

Zero emission zones ahead of their time

In the most sensitive natural areas of the Calanques National Park, regulations are clearly evolving in favour of clean navigation methods. Beyond the issue of anchoring, it is now thermal engines that are excluded from several iconic calanques such as Marseilleveyre, Sugiton, Figuerolle, and the Anse de la Maronaise.

In these areas, access is only possible for vessels with soft propulsion, such as rowing, sailing… or electric motor boats, whose silent and emission-free operation helps to preserve fragile ecosystems. In contrast, thermal engines are strictly prohibited, even when stationary or raised.

These measures herald true zero-emission zones at sea, comparable to Low Emission Zones (LEZ) in urban areas, where only environmentally friendly modes of transport are allowed. The fight against noise pollution goes in the same direction: the prohibition of any musical broadcasting in sites like Port-Pin, En-Vau, Port-Miou, or the Anse de l’Arène highlights the growing interest in silent navigation solutions, a major advantage of electric propulsion.

What this changes for professionals and users

This regulatory transformation is not only restrictive, it also creates new operational requirements that industry players must integrate immediately.

Professionals facing a more demanding framework

In Marseille, the regulation of commercial activities has tightened. Any vessel authorised for professional rental must now display a green sticker, and the transport of passengers requires a specific orange sticker. Renting between individuals is limited to 5 times a year per vessel in the heart of Calanques National Park, with a prior online declaration required. Failure to comply with these rules may result in a fine of up to 75,000 euros and two years of imprisonment.

In parallel, the maritime regulations open up opportunities: administrative simplification through the unique vessel status will allow for easier transition from private to professional use during the same season. Pathways between skipper licenses and instructor diplomas also facilitate team versatility, thus addressing the recruitment challenges in the sector.

New technical standards on board

Since 2025, safety requirements on board have been strengthened. The new Rule 240 introduces several practical obligations for motor vessels.

  • The kill switch must be worn at all times when the engine is running. If the driver falls overboard, the engine stops automatically.
  • A second kill switch must be present on board to allow the engine to be restarted from the water in case of a fall.
  • The compass must be waterproof, fixed to the boat, and visible from the helm.
  • The VHF must remain on at all times on the distress channel.
  • Life jackets must be suitable for the distance of navigation practiced.

For the second-hand market, a pre-sale diagnosis is being deployed. Carried out by a certified professional, it guarantees the buyer that the vessel is in good condition and complies with current standards, and allows the seller to enhance the value of their craft.

Towards decarbonised navigation: the available technical solutions

In the face of the increasing number of areas prohibited to internal combustion engines and the growing regulatory obligations, the question is no longer whether the transition to alternative propulsion is necessary, but how to implement it effectively and on what timeline.

Electric, an immediate response to new constraints

The electric propulsion is emerging as the most directly applicable solution to the new regulatory and environmental requirements. It offers a concrete response to several simultaneous challenges: zero local emissions, silent operation, and immediate compliance with engine restriction zones.

From a technical standpoint, the electric motors present objective advantages: an energy efficiency of between 90 and 97% compared to 20 to 30% for an internal combustion engine, about 100 times fewer moving parts drastically reducing wear, and the first maintenance pushed back to 5,000 hours of navigation. Economically, a consumption up to 80% less expensive than fossil fuel, combined with significantly reduced maintenance costs, gives the electric propulsion real profitability in the medium term.

Several areas of the Calanques of Marseille prohibit access to any motorised vessel, even with the engine off. Only boats powered by oars or sails can access them.
